This study draws on my experience as the first Chairman of the Central Electricity Regulatory Commission from 1998 to 2001, as the founder and Chairman of the Forum of Indian Regulators, as one of the founders of the South Asian Forum of Infrastructure Regulation, and from its inception on the Advisory Committee of the TERI Centre for Regulation and Governance.
