Introduction
The OECD used to be the intergovernmental ‘club’ of Western (including Japan) countries; this it still is, though some emerging economies (Mexico, South Korea, Turkey) and East European transition countries (Poland, Hungary, Czech Republic; Slovakia) have now joined. The EU is also a formal member. It has a staff of about 1,850. Some are permanent international civil servants, but a significant percentage of OECD staff are seconded from national ministries and, sometimes, though less frequently, from private companies.
