Abstract
Joint Operating Agreements (JOAs) establish the contractual framework for like-minded entities that have contributed funds in exchange for interests in the exploitation of petroleum in order to make financial gains. This paper delves into the participatory and non-participatory role that Ghana's national oil company, GNPC, has played in relation to Joint Operating Agreements over time, rationale for these arrangements, developments over time, and current practice.
