Is Europe Prepared for Energy Emergencies?

Introduction
Energy crises, such as electrical blackouts in September 2003 and November 2006, and natural gas supply interruptions in January 2007 and January 2009, have affected many consumers in Europe. Future interruptions, resulting from human error, acts of nature, or intentional sabotage, could do more extensive damage. Yet we have not sufficiently studied how to prevent or minimize the impact of such interruptions.
