Abstract
The death of former president Saparmurat Niyazov opened the possibility of positive change and new opportunities in Turkmenistan, which so far had been off-limits for all but a few Western oil companies. The power consolidation under the new president Gurbanguly Berdimuhamedow has however resulted in a confusing combination of continuity and change. The main unanswered question is whether the continuity is interpreted simply as caution and slowness on Berimuhamedow's part, or whether it represents more fundamental aspects of the Turkmen regime over time.
