Interconnectors in the European Electric Network

Abstract
One of the issues that is addressed in the European Union's draft Regulation on cross-border exchanges in electricity is the question of who should own and operate the interconnectors among countries participating in the European electricity market, and how the investment and operating costs of these interconnectors should be recovered from electricity customers and market participants. This issue has been discussed in the European Electricity Regulatory Forum since 1999 and it is also one of the challenges facing the various national authorities responsible for energy regulation. ...
