Northeast Asia Regional Cooperation: Proposals for China-Japan Joint Implementation of Carbon Emissions Reduction

Introduction
China and Japan rank as the world's third and fourth largest carbon emitters. According to a recent study, China's coal-burning power plants have caused acid rain affecting Japan. There are political and economic incentives for the two countries to cooperate in the reduction of carbon emissions and sulfur dioxide emissions: improvement in the energy efficiency of old and new small coal-fired power plants in China is a potential area for joint implementation projects.
