In late December 2002, the Commission presented a proposal for a regulation amending the Community legislation with regard to safety of oil transport at sea and the phasing out of double hull tankers. The measure is the Commission's response to the oil spill caused by the tanker Prestige in November 2002 off the coast of Spain.
