p>The rules of the game on the world energy market are today being formed. Russia, as one of the leading suppliers of energy resources, has more of an interest than anyone else in participating in the development of these rules. However, in recent times Russian civil servants have by their own choice withdrawn from participation in negotiations. This unconstructive position is clearly not to the benefit of the country.
