Paul has been involved with the oil industry since 1979, firstly as an Inspector of Taxes in the Oil Taxation Office of the Inland Revenue and from 1984 until 2002 as Head of Tax of Enterprise Oil one of the UK governments first privatizations. Since 2002 he has worked as an independent consultant for a number of clients including the UK and overseas governments and private companies.
He has been a frequent lecturer on Oil Taxation issues and a frequent writer on such issues. He was on the editorial board of the Oil and Gas Law and Taxation review and an editor for Butterworths. He has chaired the United Kingdom Oil Industry Taxation Committee, the tax subcommittee of BRINDEX and been a member of the joint industry / government PILOT initiative and the UKOOA Legislative Committee.
