Social Climate Fund: Legal Aspects and Economic Challenges

Abstract
As part of the series of proposals presented in the 'fit-for-55' climate package, the introduction of a new cap-and-trade system for buildings and road transportation will be adjacent to the EU ETS. An increase of the households' spending on energy is expected as a result. A Social Climate Fund is proposed to alleviate the negative effects of the new cap-and-trade emissions system for the most vulnerable households in the Union.
