Abstract
The institutional and rule-building efforts of the European Union with regard to its external energy policy have been referred to as integration without membership model. In this capacity, the EU played a major role in the creation of the Energy Community in the Balkans. The EU also played an important, yet considerably less evident role in the establishment of MEDREG in the Mediterranean region.
