Comparative Energy Law: Some Methodological Issues

Abstract
Should energy policymakers and practitioners avail themselves of comparative law? The answer turns on whether one believes that comparative law provides usable knowledge to these categories of legal actors. This article argues that a lot of comparative research is already undertaken for regulatory purposes. But it is not clear to what extent such research enlightens the most relevant legal (as opposed to policy and economic) issues in energy regulation.
