Introduction
This paper outlines the development of regional cooperation in the Gulf of Guinea leading to the recent establishment of the Gulf of Guinea Commission.[1] The objectives of the commission are to create a collective framework for the legal regulation of the oil multinationals that already operate in this area and those that would be attracted to do so.
